I. ការទទួលខុសត្រូវក្នុងការងារ​ ៖

• ធ្វើការសហការជាមួយបុគ្គលិកគម្រោង ក្នុងគោលបំណងធ្វើការផ្លាស់ប្រែសហគមន៍សាលារៀន ដើម្បីអោយមានការកើនឡើងនូវការប្រើប្រាស់ទឹកស្អាតតាមរយៈ ការបណ្ដុះបណ្ដាល ការស្តារ ការត្រួតពិនិត្យ ការវាយតំលៃ ការតំឡើង ការបង្រៀនអំពីការប្រើប្រាស់ និង ការថែទាំចំរោះទឹក នៅតាមសាលា​និងសហគមន៍។

I. Main Responsibilities and Duties:

• Review financial transactions by ensuring the accuracy of accounting procedures and codes are adequate to internal control requirements.
• Ensure each financial voucher have sufficient supporting documents by examining the validation and accuracy of procurement document, invoice, receipt, etc.
• Ensure that appropriate approvals are obtain before releasing payment or financial adjustment.
• Facilitate making payments on time to staff or vendors such as reimbursement, cash advance, bank transfer.
• Record financial transactions, reconcile the cash and bank, and review the ledgers.
• Ensure the correct cashbook-closing cutoff date and cash balance.
• Process for new bank account set up and adding to the chart of accounts if any.
• Ensure responsible managers and staff understand about financial management requirements in their program.
• Involve in annual budget preparation, internal planning, and execution of the approved budget and work plan.
• Promote effective communication and leadership establishing effective coordination mechanisms for financial management.
• Provide regular financial reports required by the grantor, grantee, sub-grantees, governors, and NGO partners. This will include planning for delivering the regular financial report according to agreed timetables (monthly, quarterly, and annually).
• Assist readers in understanding their financial report by providing appropriate analysis, comment, highlighting on over or underspent, deadline, etc.
• Perform internal financial control processes to ensure appropriate transactions.
• Ability to brainstorm and design the works into logical worksheets and manage for systematic workflow.
• Be responsible for supervising and coaching 1 Provincial Finance Staff of the grantee and finance staff of sub-grantees, and 50% of the total hour is required to be based at project sites.

Clear Cambodia is a Christian local NGO that has been implementing the projects under the aim of water and sanitation. The current mission is to help rural Cambodian citizens sustainably improve their health through increased access to safe water, sanitation facilities, and to a healthy environment. All of the work is done in collaboration with community leaders and local authorities. Presently, Clear Cambodia has implemented projects in ten provinces Svay Rieng, Prey Veng, Kampong Thom, Kampong Chhnang, Banteay Meanchey, Preah Vihear, Oddar Meanchey, Takeo and Siem Reap.

We are looking for 01 (One) qualified candidates to fill the position of Assistant to Fundraising Program Supervisor, based in Phnom Penh.

1.Main Responsibilities and Duties:

• To assist Fund Raising Program Supervisor in developing iForm report by gathering report from provincial levels and review it.
• To assist Fund Raising Program Supervisor in monitoring to all projects within program areas in term of coaching, training and guidance.
• To see health and sanitation training curriculum/manual as standardized use as a whole project in consultation with Fund Raising Program Supervisor.
• To work with Regional Project Manager in developing plan of action for project implementation in collaboration with technical staff and other key staff, and school principals.
• To manage/monitor daily project implementation of school WASH, hand pump and other projects which required by line manager. To help monitoring WASH Project activities to ensure that the requirement of donors is met in consultation with Regional Project Manager
• To consult with the Regional Project Manager, School Principals and its Teachers, Local authority in selecting schools in the targeted areas, and ensure all schools fit with selection criteria.
• To work with ADM and finance teams to provide payment on time to contractor.
• To monitor the effectiveness of implementation and finding the constraints to the project achievement (outcomes) and take initiative related to plan of action of WASH Project

2. Requirements:

• Bachelor Degree or equivalence academy related field.
• At least 3-year with NGO included community health education experience, ideally including experience in good facilitation, and management.
• Strong planning, organizational, and interpersonal skills- including influencing, negotiation and cross-culture skill.
• Must understand, speak and write fluently in Khmer, good understand, speaking, and writing of English are required.
• Must have knowledge of basic computer software (Word, Excel and PowerPoint).
• Good interpersonal skill, be patient and flexible

ក. ការទទួលខុសត្រូវក្នុងការងារ៖

• បង្កើតនូវទំនាក់ទំនងជាមួយនឹងអាជ្ញាធរមូលដ្ឋានមុនពេលរៀបចំការជួបជុំ​ដើម្បីផ្សព្វផ្សាយពីកម្មវិធីចម្រោះទឹកស្អាត និងការអប់រំសុខភាព​។
• តួនាទីជាអ្នកទំនាក់ទំនងរវាង ស្ថាប័នរដ្ឋាភិបាលក្នុងតំបន់ -ឧទាហរណ៍៖ ក្រសួងសុខាភិបាល, ក្រសួងអភិវឌ្ឍន៍ជនបទ និងក្រុមប្រឹក្សា អភិវឌ្ឍន៍ភូមិ -ឃុំ។​
• អ្នកអប់រំសុខភាព និងខិតខំអភិវឌ្ឍន៍នូវ យុទ្ធសាស្រ្តបង្រៀនថ្មីៗ ​ខណៈពេលដែលគម្រោងកំពុងមានការរីកចម្រើនឆ្ពោះទៅកាន់គោលដៅ។
• សម្របសម្រួល និងរៀបចំការជួបជុំស្តីពីការផ្សព្វផ្សាយ និង​ការអប់រំពីកម្មវិធី ចម្រោះទឹកស្អាត​ និង​ការជួបជុំដើម្បីតាមដានវាយតម្លៃ។
• ធ្វើការជាមួយនឹងគណៈកម្មាធិការមូលដ្ឋានដើម្បីវាយតម្លៃពីតម្រូវការទឹកស្អាតនៅសហគមន៍គោលដៅ។
• ផ្ដល់ឲ្យនូវការបង្រៀន និងណែនាំពីបញ្ហាសុខភាព និងអនាម័យទៅកាន់​បុគ្គលិក​ និងគ្រួសារទាំងឡាយដែលទទួលផលពីគម្រោង។
